Starting January 22, 2024, international applicants applying for a study permit in Canada must include a Provincial Attestation Letter (PAL) in their application. Here’s a simplified breakdown:
- PAL Requirement: International study permit applicants need a PAL, allocated to each province/territory, in their application. Each province has a set limit on study permit applications for the year.
- Obtaining PAL in Ontario: Your college/university will handle this process. They will request the PAL from the Ministry of Colleges and Universities (MCU). Once approved, you'll be notified by your institution and receive a copy of the PAL. Procedures may vary by institution; you won't need to request the PAL yourself.
- After Receiving PAL: Keep it safe! Include it with your study permit application, payment receipt, and Letter of Offer from your institution when submitting to Immigration, Refugees and Citizenship Canada (IRCC).
